GlobaConsult is led by Samer Hamwi, a technology operator focused on regulated digital infrastructure, applied AI, and product execution across the GCC and Levant. The practice works at the intersection of technology, operations, regulation, and business strategy — helping institutions, regulated businesses, and emerging ventures design and deliver trusted digital systems.

Samer spent eleven years as Group CIO at SHUAA Capital in Dubai, overseeing technology strategy and delivery across a multi-business financial-services group operating across the UAE and wider Gulf. That tenure grounded a direct understanding of regulated operations, institutional governance, and the practical realities of running technology in compliance-sensitive environments.

In 2011, he founded Globacom Technologies, initially focused on financial technology. An early product, Investrack, was later acquired by SS&C Advent, one of the world's leading investment-management technology companies. Globacom subsequently refocused on the energy and utilities sector, where it developed RelayCSP — a billing and settlement platform for regulated utility operators.

Alongside Globacom, Samer has co-founded and operated several adjacent ventures: Finalytix, a wealth-tech platform he cofounded and directed until 2022; and Globatech, a technology entity registered in DIFC, Dubai. He later founded Nexusware Inc., a healthcare interoperability venture, and helped establish the Syria AI Foundation (SAIF) by convening its founding governance and executive leadership around applied AI capability building for Syria and the wider region.

Serious technology initiatives do not succeed through software alone. They require clear positioning, operating discipline, stakeholder alignment, compliance awareness, and the execution capability to close the gap between strategy and a working system. GlobaConsult exists to provide exactly that — across advisory, product architecture, platform delivery, and bilingual institutional communication.
